New Philadelphia CSD Board Temporary Procedure 
Public Comment During Regular Board of Education Meetings

The New Philadelphia CSD Board of Education values its engagement with the community and believes that providing an opportunity for public comment during Regular Board Meetings supports that engagement and provides transparency. Though proving an opportunity for public comment is not a requirement, we would like to continue this practice even while meeting virtually. In the spirit of maintaining this opportunity for our public to participate in these virtual school board meetings, interested persons may submit written public comments via this form. The Board will collect the public participation information up to 1 hour prior to Regular Meetings for inclusion in the meeting.


To ensure efficiency during this unique meeting held through video conferencing, all Public Participation Request Forms must be completed 2 hours prior to the start of the Regular Board of Education Meetings. 


Anyone wishing to address the Board in person during the Public Participation portion of the meeting may request to attend in person. Each person will be screened before entering the building, will be required to wear a mask or facial covering, and will need to practice social distancing in a separate area before entering the Board Meeting Room to address the Board. After addressing the Board, individuals will then need to exit the room and building so others may participate. If you are interested in addressing the Board in person during Public Participation, please indicate your interest using the electronic submission form, and it will be confirmed accordingly. Public Participation is 30 minutes, so the in-person attendance will be limited to the first six individuals (acknowledging up to 5 minutes per person) who sign up via the electronic submission form. If all in-person requests are filled, you will be notified to provide you an opportunity to still participate via written electronic submission.


All electronic submissions will be reviewed by the Board, and these will be shared at the meeting as time allows after the in-person public participation is completed.


When submitting your written public participation through the provided form, please keep your comments professional, refrain from using inappropriate language, and identifying individuals by name, including NPCSD staff or students.  All comments submitted become a matter of public record and are subject to release under Ohio law and the Federal Freedom of Information Act.  


Please note:  Based on the Open Meeting guidance provided by the State Attorney General’s Office, the Board Meeting Room will be limited to 10 total people at any one time.

Business Advisory Council
What is the purpose of BAC?
Business advisory councils (BAC) foster cooperation among schools, businesses, and the communities they serve. This work ensures that the work of educators aligns with the needs of businesses. This cooperation can make a local education system more aware of the local labor market; promote work-based experiences within businesses; and help students prepare for successful learning and employment opportunities.

Business advisory councils include regional business leaders who are familiar with business and industry needs. Members partner with district leaders to plan and carry out the council’s work.

The New Philadelphia CSD partners with the East Central Ohio ESC to increase the power and effectiveness of the  Business Advisory Council (BAC).  Please find below a link to the BAC Joint Statement and information about the BAC.

Leeper Janna Leeper, 2021 President
Janna Leeper, A Licensed Independent Social Worker for Cleveland Clinic Union Hospital, has served on the New Philadelphia City School’s Board of Education for 2 years. Ms. Leeper is a trauma specialist and trained in EMDR, and provides supervision and guidance to individuals seeking their independent licensure. Janna is a member of Faith Christian Church, volunteers at South Elementary and participates in numerous activities with her children.

Frantz Dave Frantz, 2021 Vice President
Dave Frantz, the owner of Frantz Grinding Co., has served on the New Philadelphia City School’s Board of Education for 12 years. Mr. Frantz formerly served as the 2018 Board President and as a Buckeye Career Center Board member. Currently, he serves on the New Philadelphia Park Board, New Philadelphia Cemetery Board, Tuscarawas County Soap Box Derby Association, is a Quaker Foundation Scholarship Sponsor, an Akron Children's Hospital parent mentor, and a Federal/State Advocate for National Association of Children's Hospitals and Related Institutions.

Gallentine Denver Gallentine
Denver Gallentine, a retired Educator from the New Philadelphia School District after 35 years in education, has served on the New Philadelphia City School’s Board of Education for 2 years. He has also served as an Elder at First Christian Church (1996-2002), A Deacon at First Christian Church (2002-2017), and also helps coach several youth sports including Biddy Basketball, PeeWee Football, Little League Baseball, and softball.
