Dear Quaker Family,
As we move further into the school year, it’s hard to believe how quickly the months are flying by. We continue to see much to celebrate across our district, and every day our students demonstrate what Quaker Spirit truly means.
As part of our commitment to transparency and clear communication, we want to share information about an upcoming ballot issue that will appear before voters on May 5, 2026. Throughout our planning process, we have met with community members, listened to feedback regarding affordability, property taxes, traffic concerns, and facility needs, and used that input to revise the proposed funding plan. The current proposal reflects those conversations and outlines a different approach than previous ballot measures.
On May 5, voters residing within the New Philadelphia City Schools district will be asked to consider a 1.5% School District Earned Income Tax.
Key points about the proposal include:

The tax would apply only to earned income (such as wages and salaries).

It would not apply to retirement income, including Social Security or pensions, nor to unemployment benefits, interest, dividends, or capital gains.

The tax would apply to residents of the school district. It would not apply to non-residents who work within the district.

If approved, collection would begin in 2027.

When collections begin, the district plans to reduce property taxes by 0.5 mills.
If approved by voters, the funding would allow the district to construct a new PreK–6 elementary school and a new 7–12 middle/high school on property east of town near Pleasant Valley Road and State Route 39. Approval would also qualify the district for approximately $80 million in state co-funding through the Ohio Facilities Construction Commission as part of a nearly $170 million total project.
